Goals and Priorities for Policy Implementation
We abide by the policy principles of the Council of Agriculture, Executive Yuan, and actively promote healthy, efficient, and sustainable general agricultural practices. In response to the requirements for rural village development, we look for core values and features with the help of communities to build rural villages that give equal attention to production, life, and the environment. On the basis of preserving the original life style of rural villages, we follow a bottom-up, plan-oriented principle that emphasizes both software and hardware development to promote rural regeneration in an attempt to restore the dignity of rural residents and reach the goal of building splendid new villages.
In addition, in order to serve society through soil and water conservation as well as free rural residents from the threat of debris flows, we promote comprehensive slopeland management and disaster prevention measures, establish community-based debris flow prevention systems, strengthen soil and water conservation education and advocacy efforts, monitor and manage slopeland, and maintain a healthy and safe slopeland environment.
Goals for 2012 Policy Implementation
I.Promote comprehensive slopeland management and disaster prevention efforts; conserve our homeland and create a sustainable environment
- Promote slopeland management and disaster prevention efforts to maintain local public safety: We use a watershed as a unit to formulate a comprehensive management strategy. By following the principle of considering both safety and ecological conservation, we carry out disaster prevention and reservoir watershed conservation work to maintain public safety in the slopeland and ensure the proper functioning of reservoirs to prolong their service life.
- Conserve designated soil and water areas to ensure the safety of people’s life and property: We mark out areas prone to debris flows as designated soil and water areas and carry out management work by stages each year. We also strengthen control over land use to prevent disasters in an efficient manner.
- Strengthen soil and water conservation; promote sustainable slopeland development: In accordance with the features of the local environment, we realize the importance of energy conservation and emission reduction and create an environment to promote these issues. We also actively carry out water retention, landscape engineering, and local soil and water maintenance work to create safe and reliable slopeland for agricultural production.
- Carry out torrent dredging work to mitigate soil-induced hazards efficiently: In response to obstructions to flood discharge and threats to the safety of roads, bridges, infrastructure and residences as a result of natural disasters like debris flows or landslides that occur at torrents above river boundary points, we accelerate dredging work to ensure smooth water flow and efficiently mitigate possible disasters caused by typhoons and torrential rains.
II.Strengthen disaster response ability to debris flows; establish debris flow disaster security networks for the safety of communities:
- Strengthen debris flow monitoring ability: We will establish a debris flow potential updating mechanism and apply advanced technology and remote sensing techniques to monitor and analyze debris flow dynamics. Our aim is to promote studies on hydrology monitoring techniques in order to improve the efficiency and accuracy of disaster prevention monitoring.
- Raise disaster prevention awareness: We assist local governments in debris flow evacuation planning, drilling, and education. We also train debris flow prevention commissioners and promote independent disaster prevention communities to increase residents’ skills in independent disaster prevention.
- Guide local governments to strengthen disaster preparedness: We help local governments to review and revise debris flow evacuation plans and secured object lists. We also help them to improve debris flow prevention and response systems and disaster preparedness management systems, so that we can efficiently understand local disaster preparedness situations. We also assist local governments in cooperating with academic agencies to strengthen their emergency response abilities.
- Establish community-based disaster prevention security mechanisms: We survey hazardous areas, carry out post-disaster recovery and basic disaster prevention work in areas prone to typhoon-induced disasters and key watersheds, and accelerate the planning and implementation of disaster mitigation projects in an attempt to ensure the safety of residents in mountainous areas.
III.Reinforce slopeland monitoring and management; improve reasonable use of land
- Carry out examination, monitoring, and management of soil and water conservation plans: We examine and monitor soil and water conservation plans for slopeland development and use. We will put into effect a professional engineer certification system, assist the public in applying for soil and water conservation and maintenance plans to ensure that they are in compliance with the law and implement their plans accordingly. We also reinforce monitoring and inspection work to mitigate disasters.
- Strengthen the investigatory, reporting, and enforcement powers in regards to the unlawful use of slopeland: We adopt measures such as satellite image monitoring to investigate the unlawful use of slopeland. We provide a variety of channels, such as an online reporting mechanism and toll-free reporting line for the public to report illegal slopeland exploitation, and we archive these cases accordingly. We also supervise and direct local governments by reinforcing their efforts to investigate, report, and prevent unlawful use of slopeland in compliance with the Soil and Water Conservation Act and to ensure homeland security.
- Verify slopeland use capability: We abide by the principle of slopeland exploitation and conservation by categorizing slopeland, so that our homeland resources can be used and preserved in a sustainable manner.
- Strengthen the education efforts concerning soil and water conservation and rural regeneration: By giving a comprehensive consideration to health, efficiency, and sustainable management, we design a bottom-up, plan-oriented method that gives equal emphasis to software and hardware development in order to propagate soil and water conservation and rural regeneration efforts. We provide professional education training through diverse channels. We also organize agricultural life experience activities for college students, design soil and water conservation education activities for rural communities. We endeavor to obtain a certification for our environmental education sites, help soil and water conservation volunteers to become environmental education volunteers and encourage them to obtain a certification in an attempt to emphasize the education effect and reach the largest amount of people in the most efficient way.
IV.Implement the Rural Regeneration Act and build splendid new villages
- Rural regeneration planning: We conduct studies on rural regeneration policies, formulate implementation and management strategies, encourage community-based industries, rehabilitate idle space in rural villages, counsel county/city governments in creating rural regeneration and development plans, and carry out verification projects. We also survey and analyze features, landscape and resources, characteristics of development, and ecological and cultural assets of existing rural villages, so that we are able to promote, apply, and propagate all available resources in order to rejuvenate rural villages.
- Cultivate manpower for rural regeneration: We customize manpower cultivation programs for rural villages with potential and unique local features. We dispatch experts and specialized teams to rural communities to guide local residents in developing skills in planning, building, leading, and sustainably managing rural communities. We propagate and promote rural regeneration, organize rural village competitions, and develop and integrate rural manpower efforts. Our aim is to encourage rural communities to build a bottom-up consensus, so that they can collectively plan and build their communities, which will in turn stimulate rural regeneration and diverse development, realize community autonomy, and gradually achieve the goal of sustainable operation and autonomic management.
- Develop rejuvenated rural villages and improve the environment: By giving comprehensive consideration to the features, production, and life styles of rural villages and in response to issues such as improving the overall environment of rural communities, we build needed infrastructure which meets the principles of energy conservation and emission reduction. We renovate dilapidated spaces, enhance landscapes, and implement ecological conservation projects in rural communities in an attempt to maintain environmental resources. We provide guidance and assistance for developing rural community-based featured industries, provide integration and marketing services, and assist in conserving rural culture and renovating residence houses in rural communities in order to improve the overall quality of rural village life. In accordance with the results of our surveys and analyses, we improve, plan, and create conditions for the primary production and requirements for rural life functionality which are urgently needed, safe, and sustainable.
The task of soil and water conservation is comprehensive, sustainable and urgent. In addition to promoting Integrated Watershed Conservation and Restoration and establishing agencies that can effectively ensure the safety of local communities during debris-flow disasters, it is also necessary to draw on the knowledge and resources of experts in different fields and to improve the capability of autonomous action for local organizations. Only by combining factors such as ecology, scenery, daily life, industrial development and local culture will we be able to achieve the aims of sustainable rural village development and security of environment.
